    Summary

    About the Position: Fort Lee, Home of Logistic Warriors, is a US Army installation located near the Tri-Cities of Petersburg, Colonial Heights, and Hopewell, VA. Fort Lee is south of Richmond, the Capital of Virginia.


    Responsibilities

    • Teaches and develops curriculum on Training and Education development as well as instructor/facilitator techniques and skills.
    • Researches new and emerging technologies for inclusion into instructional materials.
    • Reviews professional literature and conducts meetings, workshops and conferences as necessary to exchange information regarding instructional technology developments and new educational techniques and processes.
    • Establishes and maintains effective contacts with researchers, organizations and Higher HQs concerned with training and college level teaching and curriculum development.
    • Maintains contact/consult, serves as liaison with educational institutions, professional organizations and societies interested in instructional technology, adult learning and certificates or programs of training and education.

    In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.     Basic Educational Requirement: Degree: that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas:
    1. Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material.
    2. Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness.
    3. Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments.
    4. Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training.
    5. Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software. (Must include transcripts)

    In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

    Specialized Experience: Experience with instructional methods and design, educational testing and measurement and the evaluation of educational programs with utilization of the principles, techniques, and practices in order to provide evaluations and instructions to staff and faculty. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

    OR

    Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Adult Education, Instructional Design, etc.

    OR

    Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages

    Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-9).
