Under the direction of the Social Services Director (SSD), the incumbent is responsible for assisting with the coordination and administration of social services and other grant related programs implemented by the Social Services Department. The incumbent performs program coordination and support to the Social Services Department in the following areas but not limited to: child protection, elder protection, juvenile justice, and violence against women.

  • Administrative Functions:
  • Coordinate Social Services staff related to travel, vacations, holidays, etc.
  • Complete quarterly chart audits to ensure records are accurate, current, and meet the various standards and regulations.
  • Assist Social Services Director in processing all incoming referrals and ICWA notices as well as outgoing referrals.
  • Assist in completing reports as identified by funding agency, Social Services Director or NHBP leadership.
  • Provide updates and input to the Social Services Director regarding social service issues, program and services.
  • Assist staff with preparation for court, such as documents, letters, testimony, etc. to ensure compliance when presenting to the courts.
  • Receive, review and address service concerns and compliance and report to the Social Services Director.
  • Maintain awareness of area crisis supports, i.e. foster placements, domestic violence shelters, adult foster care, homeless shelters that are available for Tribal Members.
  • Bring quality assurance requirements to staff and assists the Social Services Director in ensuring compliance and follow through of staff with requirements
  • Implement and comply with all applicable Tribal, federal, state, and department rules, regulations, protocols and procedures governing the practice of social services as well as those relating to, but not limited to, personnel issues, work place safety, public health and confidentiality.
  • Maintain up to date knowledge regarding licensing requirements and assist with compliance for all Social Services personnel.
  • Participate in recruitment/retention activities as necessary.
  • Schedule, facilitate and compile accurate meeting notes for Social Services case conferencing and participate in other related meetings as needed.
  • Assist Social Services Director in developing, reviewing, revising and implementing department policy, procedures and forms.
  • Participate in on-going learning and self-assessment, team assessment, self-reflection, trauma-informed and quality improvement activities.
  • Liaison Functions:
  • Act as liaison in providing case consultation to all staff and other Tribal programs requiring recommendations related to eligible clients’ needs.
  • Act as liaison in maintaining relationships with various local state/tribal partners.
  • Act as liaison in collaborating with external sources to enhance service programs effectiveness and efficiency, establish referral pathways and protocols and represent NHBP as approved on committees, boards and other forums.
  • Liaison with NHBP Prosecutor/ICWA Attorney and NHBP Court.


An applicant’s education, training and experience must be sufficient to demonstrate that the applicant possesses the ability to successfully perform each of the essential functions. The requirements listed below are generally representative of the education, experience, and skills and/or ability required to enable one to successfully perform the essential functions associated with his position:
  • Bachelor’s degree in social work, including course work in psychology, counseling, sociology, child development, geriatrics, or other behavioral or health sciences;
  • Three years of clinical or case management experience in the field of child welfare, adult protection, substance abuse, social work, psychology, counselor or other human services;
  • Ability to understand, gain knowledge and appreciate the differences with the Native American culture and customs.
  • Must maintain a valid driver’s license with good driving record; GSA certifiable.
  • Must be able to travel.
  • Must be able to successfully pass a background check: must not have been found guilty of, or pled guilty or not contest to, any felony or misdemeanor offense under federal, state or tribal law involving crimes of violence, sexual assault, molestation, prostitution, or other crimes against persons, or offenses committed against children; must be able to successfully pass a drug screening.
  • Ability to become CPR/First Aid certified as training is available.
  • Ability to maintain strict confidentiality, including HIPAA requirements.
  • Excellent interpersonal / human relations skills.
  • Demonstrated exceptional computer skills including internet, word processing and spreadsheets and knowledge of other office equipment.
  • Ability to work well independently and with community members and other staff in a team-oriented environment.
  • Ability to develop and maintain a team environment within the unit, and department.
  • A willingness to initiate contacts with new people.
  • Ability to comprehend and abide by Tribal, federal and other relevant regulations/codes.
  • Outstanding communication skills, both verbal and written.
  • Cooperative working relationship with other health care providers both within and outside the tribal community.
  • Willing to help/coordinate with weekend and nightly activities and programs as needed.
  • Familiarity with public assistance and social service systems, including special programs for members of tribal organizations.
  • Ability to counsel and take appropriate action in emergency or stressful situations.
  • Ability to work with constant interruptions and organize/prioritize duties.
  • Professional demeanor and appearance.


  • Five years of social services program management experience.
  • Five years of supervisory experience.
  • Two years of experience working within a Tribal community.
  • Knowledge of Indian Health Services regulations and requirements.
  • Familiarity with RPMS programs.
