We have recently updated our qualifications to broaden experience requirements to include professional human services experience, such as experience in schools, daycare facilities, medical facilities, family/developmental disabilities centers, court support, or youth camps.

Serves as a facilitator in support of the Practice Unit within the Children, Youth and Family Services (CYFS) Division of the El Paso County Department of Human Services (DHS) to ensure family engagement and proper communication/coordination. Coordinates services and secondary service decisions in support of the Practice Unit to assist in preserving families. Coordinates with the Practice Unit and is responsible for primary decision-making of child protection practices as needed.

  • Assists caseworkers who preserve and/or rehabilitate families while protecting children's physical, emotional, and mental well-being through child protection, adolescent services, placements, and/or permanency plans; reports identified deviations from practice to appropriate leadership.
  • Facilitates meetings on cases for caseworkers; coordinates with DHS staff and appropriate providers and supports to facilitate the meeting process with families and professionals in the community.
  • Records attendance and takes notes during meetings and generates written reports from the meetings; identifies practice patterns and outcomes.
  • Mediates any disagreements during the meeting process and proceeds towards a positive and timely outcome and final decision(s) regarding case planning.
  • Provides a culturally respectful climate for meetings, including arranging easily accessible locations for families and ensuring interpreters are available if necessary.
  • Ensures that decisions made during the meeting process comply with agency policies and procedures and State, Federal and County laws, outcome measures, rules, and regulations. Tracks and verifies that applicable tasks are completed, reports information to appropriate leadership.
  • Meets with individual units to problem-solve and improve the meeting process.
  • Provides support to Practice and Support and Services teams within the CYFS Division as needed.
  • Attends training and workshops.
  • Performs other duties as required.

Qualifications

  • Bachelor’s degree from an accredited institution with a major in a human behavior science field required as stated in Volume 7 Section 7.603.1 (D) 2 to include a degree with at least 30 semester or 45 quarter hours of coursework in development of human behavior, child development, family intervention techniques, diagnostic measures, or therapeutic techniques such as social work, psychology, sociology, guidance and counseling, and/or child development.
  • Two (2) years professional caseworker or case management experience in a public or private social services agency required.
  • Bachelor’s degree of social work and successful completion of an approved field placement in a county department of human services, a Master’s degree of social work, or a Master’s degree in a human behavioral science field with at least 10 semester or 18 quarter hours in courses relevant to child may substitute for the one (1) year of required experience.
  • Working knowledge of casework practices, procedures, and guidelines.
  • Prior Meeting Facilitation training preferred.
  • Knowledge of group dynamics and experience applying theories and practices of group facilitation preferred.
  • Experience working with cultural issues as it affects all participants and the facilitation process.
  • Experience in adapting, interpreting, and applying written guidelines, precedents, and standardized work practices to a variety of unprecedented and potentially problematic situations.
  • Ability to demonstrate knowledge of overall operations of a DHS agency, with emphasis in program areas involving Youth in Conflict, Child Protection, and Permanency.
  • Ability to communicate and work effectively with co-workers, clients, other agencies, community professionals, the courts, and the public.
  • Ability to efficiently plan, schedule, and organize.
  • Ability to assess situations and make prudent and appropriate decisions; ability to apply conflict resolution and problem-solving skills.
  • Ability to communicate clearly and effectively both verbally and in writing.
  • Ability to accurately and efficiently complete paperwork, reports, and documentation.
  • Ability to lead and train others; ability to objectively assess the performance of others.
  • Ability to maintain confidentiality.
  • Ability to use office equipment including computers, fax machines, copiers, and telephones.
  • Ability to work independently and in a team environment.
  • Ability to lead a group presentation and discussion and mediate any disagreements if necessary.
  • Maintain regular and punctual attendance.
  • Must pass conditional post offer background investigation to include fingerprinting, motor vehicle record check, drug screen, and physical examination. College transcripts required prior to date of hire.

Licenses/Certificates

  • Must possess and maintain a valid driver's license.
  • Must obtain and maintain necessary certifications as applicable to position.
  • Colorado State Child Welfare Caseworker Certification or the ability to successfully complete and pass initial examination within ninety (90) days of employment.

Work Conditions

Work is performed in an office environment, clients' homes, schools, jails, court, and community agencies; must be able to climb stairs in or outside of these environments and able to walk up and down driveways and sidewalks. May be exposed to hostile family situations and individuals and unsanitary and hazardous conditions. Occasional lifting of files, supplies, children: exerting 20 lbs – 50 lbs occasionally; 10 lbs – 25 lbs frequently, or up to 10 lbs constantly.
