Health Technician (Optometry)

    Summary

    This is a Direct Hire Solicitation" to "This is a Direct Hire Authority (DHA) solicitation" utilizing the DHA for 'Certain Personnel of the Department of Defense' to recruit and appoint qualified candidates to positions in the competitive service.

    About the Position: You will be part of an healthcare team providing eye care services to Tricare Prime beneficiaries. The environment is a typical outpatient clinic setting within a larger community hospital.


    Responsibilities

    • Assist in preliminary examination of patients prior to evaluation by the optometrist.
    • Interview patients for medical and eye history, conduct reconciliation of current patient medications, and review medical records for additional history required for the vision evaluation. Assist patients in their selection of spectacle frames.
    • Fit the contours of the patient's face and head, and performs any required repairs or spectacle part replacements.
    • Following the optometrist's initial vision evaluation, a variety of additional specialized testing may be performed.
    • Set-up and use corneal topographer and Visante Anterior segment testing.
    • Select and instill diagnostic ocular pharmaceutical agents to perform pupil dilation procedures based upon the patient age, current problem, reason for test, etc.
    • Instruct patient on contact lens insertion and removal techniques as well as the proper care and handling of contact lenses.
    • Perform administrative support functions for the clinic.
    • Receive/greet incoming patients, answer the telephone and refer calls as necessary; work with patient medical records, and file patient records, prescriptions and eye-wear.

    • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Tier 3 security investigation or access for the duration of employment. A background investigation and credit check are required.
    • This position requires the incumbent to have tuberculosis testing.
    • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
    • Male applicants born after December 31, 1959 must complete a Pre-Employment Certification Statement for Selective Service Registration.
    • Two year trial/probationary period may be required.

    In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience.     Requirements for Health Technician (Optometry):

    Specialized Experience: One year of specialized experience which includes, preliminary examination of patients prior to evaluation by the optometrist; assisting patients in frame selection, spectacle ordering, and adjustment; additional specialized testing as required by the optometrist (i.e. visual field, ocular photos, OCT scan, corneal topography, etc.); and inserting contact lens, removal and care training with patients. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06).

    Education: One full year of graduate level education in a field directly related to the work of the position, such as Vision Science, Optometry, or Ophthalmology.

    OR

    Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.

    Certified Optometry Technician is preferred, but not required.
