Facility Security Officer

JT4, LLC provides engineering and technical support to the National Space Test and Training Complex located in Colorado Springs, CO. multiple western test for the US Space Force, U.S. Air Force and Navy under the Joint Range Technical Services Contract, better known as J-Tech II. JT4 develops and maintains realistic, integrated test and training environments and prepares our nation's war-fighting aircraft, weapons systems, and aircrews/guardians for today's missions and tomorrow's global challenges.


JOB SUMMARY - ESSENTIAL FUNCTIONS/DUTIES

This is a multidisciplinary security position requiring a qualified security professional in support of multiple special access and compartmented programs. The incumbent performs a variety of supervisory/management tasks and is the primary interface with government agencies regarding assigned program security matters and requirements Responsible for the management, direction, administration and development of security procedures for those assigned programs that have contractually imposed security requirements in excess of normal National Industrial Security Program Operating Manual (NISPOM) requirements.

  • Maintain personnel security records for SAP/SAR/SCI related programs to include the use of DISS, JADE, and Scattered Castles
  • Administer and coordinate security activities in accordance with company policies and procedures to ensure compliance with National Policy
  • Perform initial access eligibility determinations and create PARs and other security nominations.
  • Conduct internal self-inspections and assist with Staff Assistance Visits and Customer Security Assessments
  • Maintain classified material accountability records to include inventory lists, receipt and transmittal records and final disposition documentation
  • Working knowledge in the preparation and maintenance of subcontract DD254s
  • Ensure all classified materials are marked and controlled in accordance with contractual requirements
  • Review operational requirements and system specification documents to ensure applicable security requirements are addressed and incorporated into security processes
  • Interpret and implement security classification guidance while developing and maintain the program's Standard Operating Procedure (SOP)
  • Will review, analyze and resolve difficult and complex problems related to secure systems, policies and procedures for unit vaults and work areas at the collateral, SAP and SCI levels
  • Assist in the development of Program Protection Plans (PPPs)
  • Investigate and document security violations/incidents, providing recommendations for corrective actions to program personnel/management
  • Develop, attend, support and participate in program meetings, staff meetings, telecons, etc.
  • Working knowledge of DoD 5220.22-M and 32 CFR Part 117, DoD 5105.l21 M-1 Vol 1-3, AFM 14-304, DoD 5205.7 (Vol 1-4), and ICD 705. CDSE FSO and SPeD Fundamental Certification is required
  • Familiarity with the Risk Management Framework and policies related to the protection of classified and controlled unclassified information on IT systems
  • Prepare for inspections, process incoming and outgoing classified visit requests, conduct security briefings (Initial, Annual and Event Driven) debriefings, maintain access rosters, classified mail, and IDS/access management systems and perform other duties as assigned

WORKING CONDITIONS

This position involves work typical of an office environment with no unusual hazards. There is occasional lifting (up to 30 pounds), constant sitting and use of a computer terminal, constant use of sight abilities while writing, reviewing, and editing documents, constant use of speech/hearing abilities for communication, and constant mental alertness. The incumbent must possess planning/organizing skills and must be able to work under deadlines.

Duties are performed both indoors and outdoors. Outdoor duties may be performed on even or uneven surfaces, which may be dry or wet. Outdoor duties may be performed on gravel, or shingled roof. Climbing stairs, ladders, towers and scaffolds, indoors or outdoors is required. Government vehicle is used on an as needed basis. Grease or oil may be found on working surfaces. Ability to work in a field environment with some shift work, at remote locations with occasional overnight assignments. Travel to remote working locations required.

Under no circumstances should employees use other employee's equipment without permission from their immediate supervisor or manager. Conversely, employees should not allow other JT4 employees or employees of another employer to use JT4 owned or assigned equipment without proof of training and approval of the shop manager.

REQUIREMENTS - EDUCATION, TECHNICAL AND WORK EXPERIENCE

The incumbent must possess a base of knowledge sufficient to oversee the performance of technically diverse tasks assigned to the Shop. Must have interpersonal skills sufficient to interface with and effectively direct subordinates. Must have an in-depth working knowledge of the technical concepts, principles and requirements associated with the work unit. Must have a practical knowledge of company policies, procedures and practices sufficient to perform as an effective supervisor. This knowledge and these skills may be obtained by graduating from a two to four year technical institute or college, or possess equivalent formal technical training or military equivalent and 8 or more years' experience in a directly related technical working environment, including 4 or more years as a supervisor.
