This position is located in the Department of Health and Human Services (DHHS), Centers for Disease Control and Prevention (CDC), Center for Global Health (CGH), Division of Global Health Protection (DGHP), Emergency Response and Recovery Branch (ERRB), Washington, DC. "As a Pharmacist (Pharmaceutical/Medical Commodities Advisor) you will: Lead the USAID/OFDA pharmacy and medical commodities (PMC) team responsible for approval of all pharmaceuticals and other medical commodities funded through USAID/OFDA awards. Ensure pharmaceuticals procured with US Government funds are safe, effective, and meet quality standards and agency requirements. Brief host governments on internationally accepted standards for pharmaceuticals and medical commodities such as safe and secure supply chain management and Good Distribution Practices. Evaluate existing host nation programs and systems and recommend improvements that will enhance health care for the beneficiaries. Liaise with other USAID offices and divisions, domestic organizations (i.e., Government Agencies, universities and colleges, professional associations), non-governmental organizations, international organizations, pharmacy wholesalers, and host nation authorities as a subject matter expert. Review and analyze data to assure that all pharmaceuticals that may be purchased are in accordance with USAID regulations and meet internationally accepted standards for safety, efficacy and quality. Conduct assessments of host nation pharmaceutical manufacturing, storage and distribution networks and recommend appropriate relief activities. Facilitate and coordinate actual US Government emergency technical response activities with the USAID Mission, other donor agencies, and the U.S. Embassy." ]

QUALIFICATIONS REQUIRED:
Basic Qualifications: EDUCATION: Possess a doctoral degree in Pharmacy that is recognized by the Accreditation Council for Pharmacy Education (external link) (ACPE) or an accrediting body recognized by the U.S. Department of Education (external link) at the time the degree was obtained.
LICENSURE: Applicants must be licensed to practice pharmacy in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. EXPERIENCE: Applicant's qualifications background must demonstrate the knowledge, skills, abilities, and competencies necessary to perform the work of the position. Pharmacy work requires knowledge of the use, clinical effects, and composition of medications, including their chemical, biological, and physical properties. Qualifying professional pharmacy experience may involve, but is not limited to: Dispensing medications prescribed by physicians and other health practitioners and providing information to health practitioners and patients about proper usage of medications and side effects; Evaluating medication use patterns and outcomes for patients in hospitals or managed care organizations; Performing administrative, consultative, or staff advisory work for a medical facility's pharmacy program; Planning, monitoring and evaluating medication programs or regimens; Establishing medication-handling procedures for the storage and preservation of medications; Researching medical literature and/or clinical medication information to provide accurate responses to inquiries; and/or Maintaining all medication records required by law. Minimum Qualifications: Applicants must have one year of specialized experience at or equivalent to the GS-13 level of difficulty and responsibility in the Federal service as defined in the next paragraph. Specialized experience is experience at or equivalent to which is directly related to the position which has equipped the applicant with the particular knowledge, skills and abilities (KSAs) to successfully perform the duties of the position to include providing technical assistance in public health assessments and planning for disaster response and humanitarian crisis in support of pharmaceuticals and medical commodities. NOTE: Employees currently assigned to positions in this occupational series as of September 2017, will be considered to have met the basic requirements for the position occupied. MEDICAL REQUIREMENT: Must be able to distinguish basic colors. PHYSICAL EXAMINATION IS REQUIRED. Documenting Experience: In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the percentage of times the other duties were performed. It is expected that this documentation is included in the employee's official personnel record. In order to receive credit for experience in your resume that is not within the official series and grade level of your official position, you must provide a copy of the appropriate documentation of such experience as indicated above.
