Supervisor - Core Services Program

Typical Hiring Rate: $71,516.38 annually
Salary to be commensurate with qualifications

Supervises daily operations of the Core Services program within the Children, Youth and Family Services Division of the El Paso County Department of Human Services (DHS) mission to preserve and rehabilitate families while protecting children. Oversees coordination of services to provide clinical planning, monitoring, and recommendations for the Core Services Program. Coordinates with the Practice Unit and is responsible for primary decision-making of child protection practices as needed.
  • Supervises daily operations required to provide clinical planning, monitoring, and recommendations for the Core Services program.
  • Supervises assigned staff within the Support & Services Unit to include conducting unit meetings, ensuring work is performed in a timely and accurate manner, and assigning duties as appropriate. Conducts performance evaluations and motivates employees to achieve peak productivity and performance; participates in the hiring and disciplinary processes.
  • Serves as liaison and point of contact for Core Service Providers.
  • Provides consultation and interpretation to DHS personnel and partners regarding service navigation, utilization of Core services/programs, and Medicaid guidelines.
  • Ensures that Medicaid is billed for Medicaid eligible individuals prior to utilizing Core Services.
  • Evaluates program outcomes and provides various reports and recommendations to management.
  • Oversees the service review schedule to ensure timely reauthorizations and quality/appropriateness of Core services.
  • Assists Caseworkers with Core Services planning by determining appropriate services for families.
  • Provides support and direction in addressing complex client issues or concerns.
  • Monitors and ensures payments to Core Service Providers are processed timely and accurately; responsible for the accuracy and integrity of data entered into the required state database and alternative tracking systems.
  • Develops trainings for CYFS staff associated with behavioral health services and accessibility.
  • Participates in Family Engagement Meetings, Core Meetings, and Division Meetings.
  • Performs other duties as required.

Qualifications

  • Bachelor’s degree from an accredited institution with a major in a human behavior science field required as stated in Volume 7 Section 7.603.1 (D) 2 to include a degree with at least 30 semester or 45 quarter hours of coursework in development of human behavior, child development, family intervention techniques, diagnostic measures, or therapeutic techniques such as social work, psychology, sociology, guidance and counseling, and/or child development; or
  • Bachelor's degree of social work (BSW) and successful completion of an approved field placement in a county department of human services required.
  • Master’s degree in social work or a human behavioral science field with at least 10 semester or 18 quarter hours in courses relevant to child welfare preferred.
  • Minimum two (2) years case management or related experience.
  • One (1) year supervisory or leadership experience preferred.
  • Working knowledge of Department of Human Services programs and protocol.
  • Ability to communicate and work effectively with co-workers, clients, other agencies, the courts, and the public.
  • Ability to efficiently plan, schedule, and organize.
  • Ability to assess situations and make prudent and appropriate decisions. Ability to apply conflict resolution and problem-solving skills.
  • Skill in demonstrating a cooperative, professional attitude to cultivate relationships both within and outside the organization.
  • Ability to respond in a flexible manner and reprioritize work as situations change.
  • Ability to demonstrate sound judgment by taking appropriate actions regarding questionable findings or concerns.
  • Working knowledge of casework practices, procedures, and protocol; working knowledge of child safety and family engagement.
  • Demonstrated strong analytic and critical thinking skills.
  • Ability to accurately and efficiently complete paperwork, reports, and documentation timely.
  • Ability to use standard office equipment to include computer, fax machine, copier, and telephone.
  • Maintain regular and punctual attendance.
  • Must pass conditional post offer background investigation, motor vehicle record check, and drug screen. College transcripts required prior to date of hire.

Licenses/Certificates

  • Must possess and maintain a valid Driver's License.
  • Must obtain and maintain necessary certifications as applicable to position.
  • Professional clinical therapeutic license, such as LCSW or LPC preferred.

Work Conditions

Work is primarily performed in an office environment some travel may be required. May be exposed to hostile family situations and individuals.
