Job Summary

The Health Administrator is the senior management position in the KIC Tribal Health Clinic (KICTHC). Incumbent manages and directs all KICTHC staff toward its primary objectives. Establishes current and long range goals and objectives that are subject to approved recommendations by the Advisory Health Board and approved by the Tribal Council. Dispenses advice, guidance, direction and authorization to carry out major plans and procedures consistent with established policies.

Oversees the adequacy and soundness of the KICTHC’s financial structure, Accreditation Association for Ambulatory Health Care (AAAHC) Accreditation Standards, Commission on Office Laboratory Accreditation (COLA), Commission on Accreditation of Rehabilitation Facilities (CARF), or other accrediting organizations, and Electronic Health Record requirements. Reviews operating results of the program, compares them to the established objectives and takes steps to ensure that appropriate measures are taken to correct unsatisfactory results.

Incumbent supervises KICTHC Administrative staff and Department Directors. Acts as a liaison between the Advisory Health Board and staff; represents KICTHC at external functions as directed by Tribal Administrator.

ESSENTIAL JOB FUNCTIONS

Personnel Management

Directs personnel management for consistency in the programs and services of the KICTHC. Monitors and approves staff development and training standards. Ensures the personnel policies are followed, interprets policy and monitors personnel actions for adherence to Tribal policy. Monitors staff evaluations process and annual employee safety programs. Ensure adhere to local, state or federal standards for employee training, specifically, HIPAA compliance, safety, workplace violence, and preventing sexual harassment.

  • Recruits, selects, orientates, trains, coaches, counsels, and disciplines the Directors and Management staff;
  • Recommends all hiring, promotions, salary increases, merit increases, transfers, discipline and removal of all KIC employees per Tribal personnel policy to the Tribal Administrator.

Financial Oversight

Monitors and enforces internal financial policies and procedures regarding the KICTHC budgets. Coordinates with Directors in the preparation of the KICTHC budgets. Complies with federal regulations outlined in the self-governance compacts, and other state and federal funding sources.

Administers the approved KICTHC operating budget by monitoring expenditures and recommending justifiable changes to the Tribal Administrator.

KICTHC Policy System

Responsible for establishing and maintaining KICTHC department and administrative policies. Ensures policies are in compliance with accreditation standards and state, federal, funding laws, and regulations. Develops policies as needed for programs and services. Monitors the policy review process and interprets policy and procedures for efficient operations. Attends the Policy Committee of the Tribal Council when KICTHC policies are being reviewed.

Initiates, coordinates, and enforces program, operational, and personnel policies and procedures with ethical business practices.

Corporate Communications

Oversees for internal and external communications for the KICTHC through print/radio ads, public announcements, newsletters, brochures, mailings, website, and annual reports. Supports and communicates a corporate value system. Provides necessary reports as requested.

  • Builds relationships with, and provides information to the financial community, media, government, and the public.
  • Builds credibility with tribal members, health committee, and Tribal Council.
  • Building employee commitment to the native communities.

Program Implementation and Monitoring

Develops, implements and evaluates programs and services for the KICTHC. Assess the needs of the membership and community and plans for service delivery to meet those needs. Leads Directors and staff in long-range and short-range goal setting, monitors outcomes and evaluates to ensure departments are meeting goals and standards.

Promotes a motivational environment that maintains the department as a cohesive unit and as a part of the KIC Tribal organization. Provides tools and equipment necessary for staff to perform their duties.

Advisory Health Board Relations

Assists the Advisory Health Board as a liaison with local, state, federal agencies, Legislators and other government officials on matters relating to the KICTHC. Advises the Advisory Health Board on services, program standards, contracts and funding. Represents the KICTHC in negotiating and coordination with local, state, and federal government and with non-profit agencies and foundations in matters involving the KICTHC. Primary employee representative for Advisory Health Board meetings and committees. Works with Advisory Health Board Chair to establish agendas and develop meeting packets. Works with staff in the execution of strategic planning sessions and other public meetings for the membership.

  • Knowledge and educational preparation in the theories, methods, practices in administration of health care delivery system and management;

  • Knowledge of federal organization and personnel concepts / principles / practices for the Civil Service and Commission Corp systems;
  • Knowledge of Indian Health Service regulations;
  • Knowledge and ability to carry out the AAAHC and other accreditation standards;
  • Knowledge of the Health Insurance Portability and Accountability Act (HIPAA);
  • Skill in writing and computer programs as would be required for reports, plans, grant proposals, program justifications, etc.

PHYSICAL ACTIVITIES / WORKING CONDITIONS

Physical demands or special abilities needed to perform duties include ability to hear voice conversation and alarms, writing by hand and use of a computer. Long hours in front of computer screen. Frequently required to work extended hours and attends evening and lunch time meetings as requested by the General Manager or Advisory Health Board. Each of the listed activities may also require standing, sitting, walking, bending, stooping, and carrying items and boxes up to forty (40) pounds

A high stress position due to complex issues and crisis involving the supervision of multiple operational programs and facilities. Traveling occasionally, using air and/or water transportation, to out-of-town meetings and functions.

.QUALIFICATIONS

Licensure

Possess current valid State of Alaska driver's license with a record acceptable to KIC’s Insurance carrier.

Education / Experience

Master degree preferred. Must have a Bachelor’s degree in Public Health Administration, Business Administration, or Public Administration with an emphasis in health care management.

Minimum five (5) years’ experience in supervisory management with increasing administrative responsibilities. Advanced degree or certificate may be substituted for up to two (2) years of required experience.

Any combination of related education and/or related experience will be considered if the candidate possess the demonstrated ability.

Pay: $45,658.98 - $178,000.00 per year
